This manual sets out a systematic approach to the implementation of modular programming. It presents Dataskil's recommendations on the design and documentation of modular programs, and should not be taken as a definitive statement of ICL policy. The user is free to adopt any of the techniques described in this manual, but many of the potential advantages of modular programming will be lost unless the technique is implemented as a unified policy.

Most of the techniques described in this manual are of general applicability. Part 1 of the manual describes the recommended process of design. Part 2 describes various representational tools useful both in the design process and in program documentation. Part 3 deals with communications between modules; this part is primarily intended for users of ICL 1900 Series machines programming in COBOL. PLAN and FORTRAN, but the basic principles are applicable to any programming environment.

The manual is primarily written for the more experienced programmer, but it is desirable that in a modular programming environment all programming personnel should be familiar with the concepts of modular programming, and so the information in this manual should be of interest to all programming staff.
