It allows creation of land by terraforming, then to build a settlement which can grow into a city. Areas of land can be designated as commercial, industrial, or residential development and public services, transport and utilities can be maintained. Success of a city is evaluated by finances, environment, and quality of life for its residents. SimCity 4 introduced night and day cycles and other special effects.
