A significant document that laid down how commissioning should be run and the type of person to do it, with the field engineering site supervisor working in the factory during commissioning.  It continued until the end of Leo III deliveries when the Kidsgrove method was used for System 4, whereby the field engineering organisation in effect accepted the machine from the factory and then recommissioned it on site.
