There are two models of the CEC made by the Shaanxi Province Computer Factory and Huaming Computer Co. The CEC-I was made in beige and red colours, and the CEC-E (with E standing for expansion), was made in beige, and is the rarer of the two.

The computer runs on a 6502A chip and has 64KB of RAM and a large 32KB ROM, which has built-in BASIC or LOGO.

The keyboard is a standard ASCII with 69 keys, and can display to a monitor or PAL TV. There is a cassette interface and another for a joystick, and a bus slot that is compatible with an Apple IIe.

The contained PSU is a 220v with 50 Hz.

A Chinese Character Unit, disk drive interface and a sound composite unit and printer card were all optional extras.
