Soon after the Revised Report on ALGOL 60 had been issued
in 1962, Working Group 2.1 of IFIP began discussing a successor language. Various preliminary drafts were submitted in 1965 and that of van Wijngaarden was selected for development. This led to a series of further drafts, and finally the ALGOL 68 Report was published in 1969. This process was not without its casualties—several members of the Working Group resigned at various stages and at the end a large minority voted against the adoption of the Report. The boundary line in ALGOL 68 between standard operators
and standard procedures appears to have been drawn so that standard operators would normally be compiled as in-line code whereas standard procedures would be compiled as linkages to subroutines, though this is never explicitly stated.
